American lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Growing Consequences of Federal Closure
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Plan from Golf Course
As weekend session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Democratic senators shared concerned reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing plan from a small group of moderate Democrats to terminate the closure in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the tax credits.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Several observers suggested that the core of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough backing in 2017.
